The expansion is research coverage, and we label it that way. Production readiness — counties where registration, payment, and servicing workflows are operationally confirmed — is tracked separately and never blended into a headline number.
Why provenance, not just breadth
Breadth is easy to claim and hard to defend. Tying every research record to a source and a date keeps the coverage honest: a reviewer can see where a fact came from and how current it is, in any state, without taking the map on faith.
